COMMON COUNCIL PROCEEDINGS

Mayor McDonald led in the Pledge of Allegiance at 7:00 PM

Roll call was taken

Council President Primeau made a MOTION to approve the minutes of the November 13, 26, December 20, 2007, and the January 2, and 22, 2008 meetings.  Council Member Signoracci seconded the motion.  All members voted “AYE”.  The motion passed.

At 7:01 PM, a Public Hearing was conducted regarding the discontinuance of a portion of Courtland Street.  Mayor McDonald stated that this parcel was of no significant use to the City.

At 7:02 PM, with no public comment, Council Member Signoracci made a Motion to close the Public Hearing.  Seconded by Council Member Turcotte.  All members voted “AYE”.  The motion passed.

At 7:02 PM, a Public Hearing was conducted regarding Home Investment Partnership Program.  Mayor McDonald stated that this is for the upcoming application to the Department of Housing and Community Renewal for the Home Program.  This program is intended to apply for up to $400,000.00 for funding to assist low to moderate income owner occupied properties to repair/remodel/or rehabilitate based on safety codes for properties.  Edward Tremblay, Director Community, and Economic Development stated that surveys were recently sent out, and over 400 were returned.  Of the returns, 170 families fell in the very low category, and 156 families fell into the low category.

Council Member Signoracci asked if the deadline was closed for the applications.  Ed Tremblay stated that these were pre-applications to survey if the need was there.  Council Member Signoracci asked if there was a way to break it down into geographic locations.  Ed Tremblay stated that the database being created could be by address.

At 7:06 PM, with no public comment, Council Member Signoracci made a Motion to close the Public Hearing.  Seconded by Council Member Ceccucci.  All members voted “AYE”.  The motion passed.

At 7:06 PM, a Public Hearing was conducted regarding Small Cities Grant application.

Mayor McDonald stated that this was the first of two Public Hearings to be conducted.

At 7:07 PM, with no public comment, Council Member Signoracci made a Motion to close the Public Hearing.  Seconded by Council Member Ceccucci.  All members voted “AYE”.  The motion passed.

Council Member Turcotte introduced Ordinance No. 2 for the year 2008

 

AN ORDINANCE TO DISCONTINUE A CERTAIN PORTION OF A STREET IN THE CITY OF COHOES AS A RIGHT OF WAY FOR FUTURE USE AS A PUBLIC HIGHWAY, AS HEREINAFTER SET FORTH

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Ordinance No. 2 for 2008 was passed. 

Council Member Ceccucci introduced Resolution No. 4 for the year 2008

A RESOLUTION AMENDING THE ANNUAL BUDGET

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, and Ceccucci voted “AYE”.  Council Member Signoracci voted “NAY”.  Resolution No. 4 for 2008 was passed.  A copy of budget transfers are attached.

A RESOLUTION AUTHORIZING THE MAYOR TO FILE AN APPLICATION UNDER THE HOME INVESTMENT PARTNERSHIP PROGRAM AND AUTHORIZING THE MAYOR TO ACCEPT AND RECEIVE A GRANT FOR COMMUNITY DEVELOPMENT PURPOSES

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 5 for 2008 was passed.

 

Council Member Nolin introduced Resolution No. 6 for the year 2008

A RESOLUTION LEVYING THE UNPAID CITY WATER AND SEWER RENTS AND OTHER AUTHORIZED LIENS AND CHARGES TO THE 2008 TAX ROLL TO BE COLLECTED AS TAXES

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 6 for 2008 was passed. 

 

Council Member Turcotte introduced Local Law No. 1-I entitled:  A LOCAL LAW TO SUPERSEDE SECTION C3-9 OF THE CHARTER OF THE CITY OF COHOES RELATIVE TO THE SALE AND TRANSFER OF REAL PROPERTY OWNED BY THE CITY OF COHOES

A public hearing will take place at the March 25, 2008 meeting.

At 7:20 PM, Council President Primeau made a motion to adjourn, seconded by Council Member Signoracci.  All members voted “AYE”.
