Council Member Signoracci made a MOTION to approve the Common Council Minutes dated June 24, 2008.  Seconded by Council President Primeau.  All members voted “AYE”, the motion passed.

At 7:02 PM a Public Hearing was conducted regarding Local Law 3-I entitled:  A LOCAL LAW TO AMEND THE CITY CODE WITH RESPECT TO ZONING AND REVISED CHAPTER 285

Local Law 3-I seeks to amend the basic requirement of having a Planned Unit Development District (PDD) in order to allow for growth in residential neighborhoods.

At 7:03 PM, with no Public Comment being made, Council Member Kennedy made a MOTION to close the public hearing.  Seconded by Council Member Signoracci.  All members voted “AYE”, the motion passed.

Council Member Nolin introduced Local Law No. 3-I for the year 2008

 

A LOCAL LAW TO AMEND THE CITY CODE WITH RESPECT TO ZONING AND REVISED CHAPTER 285

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Local Law No. 3-I for the year 2008 passed.

At 7:03 PM a Public Hearing was conducted regarding Local Law 4-I entitled:  A LOCAL LAW TO AMEND THE CITY CODE WITH RESPECT TO ZONING AND REVISED CHAPTER 285

Local Law 4-I seeks to amend the off-street parking regulations for tractor-trailer combinations and tractors.

At 7:04 PM, with no Public Comment being made, Council Member Kennedy made a MOTION to close the public hearing.  Seconded by Council Member Signoracci.  All members voted “AYE”, the motion passed.

A LOCAL LAW TO AMEND THE CITY CODE WITH RESPECT TO ZONING AND REVISED CHAPTER 285

At 7:04 PM a Public Hearing was conducted regarding Local Law 5-I entitled:  A LOCAL LAW TO AMEND THE CITY CODE WITH RESPECT TO ZONING AND REVISED CHAPTER 285

Local Law 5-I seeks to add the definition of “nightclub” and “nonalcoholic dance club” and amend the zoning district regulations to require special use permits when operating a bar/tavern, nightclub or nonalcoholic dance club in Mixed Use Districts and Waterfront Mixed Use Districts

At 7:05 PM, with no Public Comment being made, Council Member Primeau made a MOTION to close the public hearing.  Seconded by Council Member Turcotte.  All members voted “AYE”, the motion passed.

A LOCAL LAW TO AMEND THE CITY CODE WITH RESPECT TO ZONING AND REVISED CHAPTER 285

At 7:06 PM a Public Hearing was conducted regarding Local Law 6-I entitled:  A LOCAL LAW TO AMEND THE CITY CODE WITH RESPECT TO ZONING AND REVISED CHAPTER 285

 

Local Law 6-I seeks to amend the notice and fee regulations for variance procedures.

At 7:06 PM, with no Public Comment being made, Council Member Nolin made a MOTION to close the public hearing.  Seconded by Council Member Kennedy.  All members voted “AYE”, the motion passed.

A LOCAL LAW TO AMEND THE CITY CODE WITH RESPECT TO ZONING AND REVISED CHAPTER 285

At 7:06 PM a Public Hearing was conducted regarding Local Law 7-I entitled:  A LOCAL LAW TO AMEND THE CITY CODE WITH RESPECT TO ZONING AND REVISED CHAPTER 285

 

Local Law 7-I seeks to amend the Zoning Code by deleting “Dwelling, Attached or Row” from R-I Residential Districts.

At 7:07 PM, with no Public Comment being made, Council Member Turcotte made a MOTION to close the public hearing.  Seconded by Council Member Nolin.  All members voted “AYE”, the motion passed.

AN ORDINANCE TO AMEND CHAPTER 56 OF THE CODE OF THE CITY OF COHOES REGARDING HEALTH CARE BENEFITS FOR ELECTED OFFICERS

Council President Primeau stated that he wished to thank the Finance Committee, and the entire Council for all the hard work in getting this Ordinance passed.

John Grecco, 309 Columbia St., stated that he would like to commend the Council for the savings to the City with the passage of this Ordinance.

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Ordinance No. 7 for the year 2008 passed. 

Council Members Kennedy and Ceccucci introduced Resolution No. 28 for the Year 2008

 

A RESOLUTION APPROVING AN INTER-MUNICIPAL AGREEMENT BETWEEN THE CITY OF COHOES AND THE VILLAGE OF GREEN ISLAND

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 28 for the year 2008 passed.

Council Member Signoracci introduced Resolution No. 29 for the Year 2008

A RESOLUTION AUTHORIZING THE GRANTING OF A REVOCABLE LICENSE FOR USE OF CITY PROPERTY

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 29 for the year 2008 passed.

At 7:25 PM, Council Member Signoracci made a motion to adjourn into executive session, seconded by Council Member Ceccucci.  All members voted “AYE”.
