Mayor McDonald led in the Pledge of Allegiance at 7:05 PM

Council Member Signoracci made a MOTION to approve the minutes of the January 2, January 13, and January 27, 2009 Common Council meetings.  Council Member Ceccucci seconded the motion, all members voted “AYE”.  The motion passed.

Ken Claflin, Auditor for the City of Cohoes gave a presentation on the 2008 Audit.  (Did not approach microphone).

Council Member Ceccucci introduced Resolution No. 24 for the year 2009

 

A RESOLUTION AMENDING THE ANNUAL BUDGET

Mayor McDonald stated that these transfers include the cleanup items that Michael talked about as well as the transfers to Capital Projects.

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 24 for 2009 was passed.  A Copy of Budget Transfers are attached.

Council Member Ceccucci introduced Resolution No. 25 for the year 2009

A RESOLUTION APPROPRIATING AN EMPLOYEE RETIREMENT RESERVE

Mayor McDonald stated that this Resolution allowed funding of $220,000.00 for Employee Retirement Reserve.

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 25 for 2009 was passed.

A RESOLUTION RATIFYING A MEMORANDUM OF AGREEMENT, AS MODIFIED BY A LETTER DATED APRIL 14, 2009, BETWEEN THE CITY OF COHOES AND THE UNIFORMED FIREFIGHTERS OF COHOES

A roll call vote was taken, Council President Primeau Abstained from voting, Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 26 for 2009 was passed

 

Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci introduced Resolution No. 27 for the year 2009

 

A RESOLUTION APPROVING THE AWARD OF TWO CONTRACTS FOR TREE SERVICE

 

Mayor McDonald stated that the Federal Government has approved FEMA funding to the City for the clean up of the December ice storms.  This Resolution will approve a contract with Paradise Tree Service, 481 Route 40, Troy, NY for a Not-To-Exceed $2,960.00 per day cost, and a contract to S.M. Gallivan, 215 Oakwood Ave., Troy (for tub grinder) a Not-To-Exceed $2,450.00 per day cost.

A roll call vote was taken, Council President Primeau, and Council Members, Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 27 for 2009 was passed. 

 

Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci introduced Resolution No. 28 for the year 2009

 

A RESOLUTION AUTHORIZING ENTRY INTO AN INTER-MUNICIPAL AGREEMENT BETWEEN THE COUNTY OF ALBANY, CITIES OF ALBANY, COHOES AND WATERVLIET, AND THE TOWNS OF COLONIE, BETHLEHEM, GUILDERLAND AND COEYMANS, REGARDING THE 2009 BYRNE JUSTICE ASSISTANCE GRANT (JAG) PROGRAM AWARD

Mayor McDonald said that the City of Cohoes would receive $31,972.00 of JAG funds.

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 28 for 2009 was passed.

A RESOLUTION AUTHORIZING THE MAYOR TO FILE AN APPLICATION UNDER THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND AUTHORIZING THE MAYOR TO ACCEPT AND RECEIVE A GRANT FOR COMMUNITY DEVELOPMENT PURPOSES

A roll call vote was taken, Council President Primeau, and Council Members, Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 29 for 2009 was passed. 

The Council went directly into the scheduled Workshop
