COMMON COUNCIL PROCEEDINGS

Mayor McDonald led in the Pledge of Allegiance at 7:00 PM

Roll call was taken:

Council Member Signoracci made a MOTION to approve the minutes of the April 14 and 28, 2009 Common Council Meeting.  Council Member Turcotte seconded the motion, all members voted “AYE”.  The motion passed

 

At 7:01 PM, a Public Hearing was conducted for the 2010 Budget, which was presented to the council and passed by the Board of Managers.

Mayor McDonald, “The Council has met in various workshops, and there have been two public presentations of the budget in various neighborhood groups.  The general fund shows a reduction of 1.5% in spending, for a total spending of $17,316,218.00.  Currently, we had to start off with a 3.5 % increase in taxes, and we are now down to a 3.14% increase in taxes.  The water/ sewer funds, 1.8M and 1.9M respectively, is the proposed spending, which is a reduction in spending compared to 2009 budget.  Overall, across all lines, a 2.2% decrease in spending. 

Ed Carboni, 168 Simmons Ave., “I am not happy with the $120.00 a year fee for water/sewer.  It is a 29% increase over 2009.  Paying $91.52 more in 2010.  I would like to ask the Council to eliminate fee and go by usage”.

At 7:06 PM, with no further public comment being made, Council President Primeau made a MOTION to close the Public Hearing.  Seconded by Council Member Kennedy.  All members voted “AYE”.  The motion passed.

Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci introduced Resolution No. 63 for the year 2009:

 

A RESOLUTION APPROVING AN INTER-MUNICIPAL AGREEMENT BETWEEN THE CITY OF COHOES AND THE COHOES SCHOOL DISTRICT FOR SCHOOL DISTRICT RESOURCE OFFICER PROGRAM

 

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 63 for the year 2009 passed.

 

Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci introduced Resolution No. 64 for the year 2009:

 

A RESOLUTION AUTHORIZING THE IMPLEMENTATION, AND FUNDING IN THE FIRST INSTANCE 100% OF THE FEDERAL AID AND STATE “MARCHISELLI” PROGRAM AID ELIGIBLE COSTS, OF A TRANSPORTATION FEDERAL AID PROJECT, AND APPROPRIATING FUNDS THEREFOR

Mayor McDonald, “This was discussed at the last workshop, deals with the continuing amendments and funding for the Bridge Avenue construction project”.

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 64 for the year 2009 passed.

Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci introduced Resolution No. 65 for the year 2009:

A RESOLUTION AMENDING THE ANNUL BUDGET

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 65 for the year 2009 passed.  A copy of budget transfers are attached.

Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci introduced Resolution No. 66 for the year 2009:

A RESOLUTION TO SUPPORT AND CONCUR WITH THE ALBANY COUNTY EMPIRE ZONE REVISION APPLICATION TO EXPAND THE BOUNDARIES OF THE EMPIRE ZONE

Mayor McDonald, “When it comes to the City of Cohoes, there are not many changes.  It has been a work in progress.  Any land being taken away cannot be developed”.

Council Member Kennedy, “I would like a further explanation of the map which was attached, in terms of, are we expanding certain areas?  And reducing some areas?”

Mayor McDonald, “We are removing some areas that we can’t develop on, and adding some on Saratoga St”.

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 66 for the year 2009 passed.

Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci introduced Resolution No. 67 for the year 2009:

A RESOLUTION TO DECLARE THE COMMON COUNCIL LEAD AGENCY AND ISSUE A NEGATIVE DECLARATION OF ENVIRONMENTAL SIGNIFICANCE WITH RESPECT TO THE VLIET STREET WATERLINE REPLACEMENT AND SEWER SEPARATION PROJECT, AND ITS REVIEW PURSUANT TO THE STATE ENVIRONMENTAL QUALITY REVIEW ACT

Mayor McDonald, “We did notify all the other involved and interested agencies, we have received declarations to take lead agency, therefore it is appropriate”.

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 67 for the year 2009 passed.

Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci introduced Resolution No. 68 for the year 2009:

A RESOLUTION APPROVING AN INTER-MUNICIPAL MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF COHOES AND THE CITY OF WATERVLIET

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 68 for the year 2009 passed.

At 7:20 PM, with no further business to come before the Council, Council Member Signoracci made a MOTION to adjourn, seconded by Council Member Kennedy.  All members voted “AYE”.  The motion passed.
