Council Member Turcotte made a MOTION to approve the minutes of May 24, 2011. Council Member Ceccucci seconded the motion. All members voted “AYE”. The motion passed.
 
At 7:01 PM a Public Hearing was conducted regarding Local Law 7-I for 2011 entitled: A LOCAL LAW TO AMEND CHAPTER 255, ARTICLE VIII OF THE CODE WITH RESPECT TO THE FIRST-TIME HOME BUYER’S EXEMPTION
 
At 7:02 PM, with no public comment being made, Council Member Signoracci made a MOTION to close the public hearing, seconded by Council Member Ceccucci. All members voted “AYE”, the motion passed.

A LOCAL LAW TO AMEND CHAPTER 255, ARTICLE VIII OF THE CODE WITH RESPECT TO THE FIRST-TIME HOME BUYER’S EXEMPTION
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”. Local Law No. 7-I for the year 2011 passed.

BOND ORDINANCE, DATED JULY 26, 2011, AUTHORIZING THE ISSUANCE OF $1,500,000 AGGREGATE PRINCIPAL AMOUNT SERIAL BONDS OF THE CITY OF CHOES, NEW YORK, PURSUANT TO THE LOCAL FINANCE LAW TO FINANCE THE ACQUISITION OF VARIOUS MACHINERY AND APPARATUS FOR CONSTRUCTION AND MAINTENANCE AND A FIRE TRUCK, AT AN ESTIMATED MAXIMUM COST NOT TO EXCEED $1,500,000, THE LEVY OF TAX IN ANNUAL INSTALLMENTS IN PAYMENT THEREOF, THE EXPENDITURE OF SUCH SUM FOR SUCH PURPOSE AND DETERMINING OTHER MATTERS IN CONNECTION THEREWITH
 
Council Member Signoracci made a MOTION to table Ordinance No. 7 for 2011. No second to the motion was made. Motion was not carried.
 
Council Member Turcotte, “Are we committed to each of these vehicles by approving this?”
 
Mayor McDonald, “We are making that commitment, if for some reason down the road, we don’t acquire the equipment, my understanding is we come back to the Council and the Council would have to approve an appropriate use for that equipment, provided it meets the definition. It can’t be used for operational expenses as we all know”. 
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, and Ceccucci voted “AYE”. Council Member Signoracci “ABSTAINED” from voting. Ordinance No. 7 for the year 2011 passed.

A RESOLUTION AMENDING THE ANNUAL BUDGET
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”. Resolution No. 35 for the year 2011 passed. Budget transfers are attached.

A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH ALBANY ASPHALT & AGGREGATES CORPORATION
 
Mayor McDonald, “This awards to Albany Asphalt & Aggregates Corporation, State Contract bid for asphalt services with the New York State Office of General Services for $240,929.69 for paving on Columbia Street, Ontario Street, and Vliet Street.
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”. Resolution No. 36 for the year 2011 passed.

A RESOLUTION SUPPORTING PROPOSED HIGHWAY-RAIL GRADE CROSSING ALTERATIONS REQUESTED UNDER NEW YORK RAILROAD LAW SECTION 91
 
Mayor McDonald, “This deals with the effort by the City, working in collaboration working with CP Rail as well as New York State Department of Transportation to upgrade certain crossings throughout the City of Cohoes. The outcome eventually we would be able to qualify to become a quite zone. This is the first official leg of a relatively long journey. We have had some public meetings on this with the neighborhood watch groups. What this Resolution authorizes is for the City to petition the New York State Department of Transportation to start the official process. This will eventually lead to hearings being held in the City. They will be conducted by NYSDOT hosted by the City.”
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”. Resolution No. 37 for the year 2011 passed. 
 
Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci introduced Resolution No. 38 for the year 2011
 
A RESOLUTION AUTHORIZING THE EXECUTION OF A LEASE AGREEMENT REGARDING OFFICE SPACE LOCATED AT THE COHOES PUBLIC LIBRARY
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”. Resolution No. 38 for the year 2011 passed. 
 
Local Law 8-I for 2011 was introduced entitled: A LOCAL LAW RESCINDING THE BULLETPROOF SHIELD REQUIREMENTS IN THE CODE WITH RESPECT TO THE TAXICABS
 
PUBLIC COMMENT
 
At 7:10 PM, with no public comments being made, Council Member Signoracci made a MOTION to adjourn, Council Member Kennedy seconded the motion, all members voted “AYE”, the motion passed.
