A RESOLUTION AMENDING THE ANNUAL BUDGET OF FISCAL YEAR 2011
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 1 for the year 2012 passed.  Budget transfers are attached.

A RESOLUTION TO CONFIRM THE MAYOR’S APPOINTMENTS OF MEMBERS OF THE COHOES LIBRARY BOARD OF TRUSTEES
 
Mayor McDonald, “Three individuals are Tara Ricard (term expires 12/31/2013), Christine Van Ullen (term expires 12/31/2015), and Carol Clingan (term expires 12/31/2016).”
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 2 for the year 2012 passed.

A RESOLUTION APPROVING ACCEPTANCE OF A DONATION FOR THE PURCHASE OF A PARK BENCH IN HONOR OF JOSEPH J. KOVAL, JR., TO BE PLACED IN THE HORACE B. SILLIMAN MEMORIAL PARK (TAX MAP NO. 10.59-1-26)
 
Mayor McDonald, “Joe was an un-selfish member of our community for generations and served this body with great honor and dignity.  His family would like to remember him in this way.”
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 3 for the year 2012 passed.
 
Council President Primeau, and Council Members Kennedy, Turcotte, and Nolin introduced Ordinance No. 1 for 2012
 
AN ORDINANCE TO AMEND CHAPTER 56 OF THE CODE OF THE CITY OF COHOES REGARDING VACATION FOR NON-UNION OFFICERS AND EMPLOYEES
 
Mayor McDonald, “This Legislation was voted on at the last meeting in December, would seek to increase the amount of un-used vacation time that non-union employees would have the option to buy out at the end of the year.  Previously it was 15 days; the Ordinance proposes to allow 20 days per year.”
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte and Nolin voted “AYE”.  Council Members Ceccucci and Signoracci voted “NAY”.  With a vote of 4-2, Ordinance No. 1 for the year 2012 passed. 
 
PUBLIC COMMENT
 
George Hebert, Masten Avenue, “I had the unfortunate experience of speaking to some people about the incident at the Black Bridge.  They were informed to the fact that the bridge was an open space, and could walk across it.  I told them that was not the case, and the City has properly barricaded it.  Many people are not aware that the City has had an on-going project here.  It is un-fortunate that this information has not been made more available to the public so they could understand.”
 
Mayor McDonald, “The Council approved a contract with the consultant to finish the final phase of this project.  The goal is to have this project completed in 2012.  This has been a project that we have been working on very closely.  Originally we had the choice to replace the Bridge Avenue Bridge first or the Black Bridge bridge first; at the time our priority was the Bridge Avenue Bridge.”
 
At 7:25 PM, with no further public comments being made, Council Member Signoracci made a MOTION to adjourn.  Seconded by Council Member Nolin.  All members voted “AYE”.  The motion passed.
