Council Member Turcotte made a MOTION to approve the minutes from May 22, and June 26, 2012 meetings.  Seconded by Council Member Nolin.  All members voted “AYE”.  The motion passed.
 
At 7:03 a Public Hearing was conducted regarding the 2012 Home Program. 
 
Mayor McDonald, “The program, as discussed at the last workshop, is a grant that the city has submitted for in the past.  It allows us to secure up to $400,000.00 in funding to help us assist in rehabilitating owner occupied homes in the city.  We have had three successful applications in the past six years.  This is a city wide grant, and not targeted to any particular neighborhood.”
 
Public Comments:  None
 
At 7:05 PM, with no public comment being made, Council Member Signoracci made a MOTION to close the public hearing.  Seconded by Council Member Kennedy.  All members voted “AYE”.  The motion passed.

A RESOLUTION APPROVING AN INTER-MUNICIPAL AGREEMENT BETWEEN THE CITY OF COHOES AND THE TOWN OF COLONIE
 
Mayor McDonald, “This deals with the occasions when animal control officer is called into the Town of Colonie to provide services when their officer is not available”.
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 33 for the year 2012 passed.

A RESOLUTION APPROVING AN INTER-MUNICIPAL AGREEMENT BETWEEN THE CITY OF COHOES AND THE COHOES SCHOOL DISTRICT
 
Mayor McDonald, “This is a continuation of an agreement we have had in place for several years for trash pick up, using our resources”.
 
Council Member Nolin, “The High School is the only site that appears to have cardboard pick.  Is this the only site for pick or a central pick up?”
 
Mayor McDonald, “We are not picking up their recycling any longer.”
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 34 for the year 2012 passed.

A RESOLUTION AUTHORIZING THE MAYOR TO FILE AN APPLICATION UNDER THE HOME PROGRAM AND AUTHORIZING THE MAYOR TO ACCEPT AND RECEIVE A GRANT FOR COMMUNITY DEVELOPMENT PURPOSES
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 35 for the year 2012 passed.

A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 36 for the year 2012 passed.

A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT REGARDING THE ANNUAL AUDITS OF THE FINANCES OF THE CITY OF COHOES
 
Mayor McDonald, “This is a five year agreement with our auditor, Cusack & Company, who has been auditing our books over the years.  We discussed this back at the June workshop.”
 
Council Member Ceccucci, “This comes out to be about a 3% per year increase.  This is 15% over 5 years.  Going forward, will this increase continue, the workload stay’s the same?”
 
Mayor McDonald, “Just as a point of information, the current starting cost is a reduction for the 1st year, then a 3% increase going forward”.
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 38 for the year 2012 passed.

A RESOLUTION APPROVING THE AWARD OF CONTRACT FOR AIR CONDITIONING AT THE SENIOR CENTER
 
Mayor McDonald, “As the Council is very much aware, the Senior Center air conditioner malfunctioned, initially we thought we could make some repairs.  It has been deemed impossible to repair.  The Commissioner of Public Works solicited quotes.  Commissioner of Public Works has deemed it as a public emergency.  This is why we are superseding the traditional bidding rule.  The reason it is an emergency is because this is the location where we prepare meals for senior citizens.  A contract has been awarded to Trane, 301 Old Niskayuna Road, Latham, NY 12110 in an amount not to exceed $98,000.00”.
 
A roll call vote was taken, Council President Primeau, and Council Members Kennedy, Turcotte, Nolin, Ceccucci, and Signoracci voted “AYE”.  Resolution No. 39 for the year 2012 passed.
 
Public Comments:
 
Chuck Pepko, 326 Ontario St., “People have just started moving in again on Olmstead St., there is domestic violence and drug activity.  I was jumped by 2 drunks from that area.”
 
Mayor McDonald, “You have expressed your concerns with me, as you know; we have been in touch with the property manager for them to look towards evicting those tenants.”
 
Emily, 38 White Street, “There is a lot of drama at our building.  We have an absentee landlord.  The wrong people are being evicted.”
 
Mayor McDonald, “If there is a Code issue, the landlord is responsible.”
 
Wendy, 36 White St., “I live in the same conditions.  The owner hired a lawyer.  If the building is shut down, I have nowhere else to go with a family of six.”
 
Rebecca, 38 White St., “I can’t bring my 17 year old child to the building because she has been assaulted by this one person causing all the trouble.  Everyone is losing sleep because of this person.  Something needs to be done about this.”
 
Mayor McDonald, “We have had over 38 calls on this building in the last 2-3 months for in appropriate things”.
 
At 7:30 PM, with no further public comments being made, Council Member Signoracci made a MOTION to adjourn.  Seconded by Council Member Ceccucci.  All members voted “AYE”.  The motion passed.
