Council President Signoracci introduced Resolution No. 47 for the year 2015
A RESOLUTION TO APPROVE THE CITY OF COHOES 2016 ANNUAL ESTIMATE, AS AMENDED
Mayor Primeau, “Because there are not enough members present for a quorum, the meeting would need to be rescheduled.”
Members present were asked if they would be available for a meeting at 9:00 AM on October 15, 2015. All stated they could be present.
Council President Signoracci called another Special Meeting at 9:00 AM on October 15, 2015.
Mayor Primeau, “We are trying to do this in this fashion, because members of the Council are going on vacation. Since we have introduced this, it has gone to the Board of Managers, other than speaking with Members Kennedy and Turcotte, I have not heard from any other members of the Council for any reason they would not be available or any concerns they may have.”
Council Member Kennedy, “This is a good solid budget, and I am pleased there are no raises in the water and sewer rates.”
Council Member Turcotte, “I will start by saying that you can say all you want that there are no politics involved, but that is not the feedback I am getting from the public. I don’t even think this is about the money. This is about the smell test, the politics, and the nepotism. I don’t think the public cares about the money, they care about perception. You say you are getting positive feedback; I have also gotten feedback, all of it negative. Not saying I am opposed to this budget, I think I have done enough budgets to know a good one from a bad one. I have given you every respect; I have stood up for you, when people were stabbing you in the back. I am just saying that I am tired of the non politics that are going on. This just reinforces what I believed about politics and politicians. It is the most despicable, disgusting business on earth. I cannot wait until December 31 when I can wash my hands of it.”
Mayor Primeau, “Let me just say one thing, I can’t disagree with you. You have been a great Council Person and a true friend. I can’t say enough about you and April, being by my side through some hard times. Understand one thing, I did not create this, politics and go in an ugly direction. Let’s sit back and take a hard look at what happened. You can see that it is not us and it is not me that is causing this. I will stand up for the right thing. This is all stuff that has been going on for a long time. It has been a tough year. We don’t have a quorum tonight because of bad politics, sour grapes. There is nothing wrong with this budget.”
At 6:08 PM with no public comments being made, Council President Signoracci made a MOTION to adjourn the Special Meeting. Seconded by Council Member Kennedy. All members voted “AYE”. The motion passed.
