Council Member Smith made a MOTION to approve the minutes from the December 8, 2015 and January 4, 2016 Organizational Meeting, and the January 4 & 5, 2016 Special Meetings.  Seconded by Council Member Russell.  All members voted “AYE”.  The motion passed.

A RESOLUTION AMENDING THE ANNUAL BUDGET TRANSFERS FOR FISCAL YEAR 2015
 
A roll call vote was taken, Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, Koniowka voted “AYE”.  Resolution No. 4 for 2016 passed.  A copy of budget transfers are attached.

Council Member Napier, “Can you give us an update on how you were hoping to save us money.”
 
Mayor Morse, “We ended up having a review and shopped with other companies.  It is fair to say that some of the insurance prices per item increased, but now some items are covered for more.  The actual amount of coverage increased.”
 
A roll call vote was taken, Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, Koniowka voted “AYE”.  Resolution No. 6 for 2016 passed.

A RESOLUTION APPOINTING A COMMISSIONER OF DEEDS FOR THE CITY OF COHOES
 
A roll call vote was taken, Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, Koniowka voted “AYE”.  Resolution No. 12 for 2016 passed.
 
Public Comment: No public comment made.
 
Brian Kremer, Corporation Counsel, “I would like to remind the members of the Council that they need to start tracking their time as of February 1, 2016.  You need to track for February, March, and April.  This will go towards your NYS Retirement.  You need to keep a very detailed record of the time you spend over the next three months.”
 
At 7:25 PM, with no public comments being made, Council Member Smith made a MOTION to adjourn.  Seconded by Council Member McCarthy.  All members voted “AYE”.
