COMMON COUNCIL PROCEEDINGS

Prior to the Regular Meeting the Common Council Workshop was conducted.
 
Mayor Morse led in the Pledge of Allegiance at 7:30 PM

At 7:30 PM, the Common Council Special Meeting was called to order.
 
Council Member Smith made a MOTION to approve the minutes from October 25 and 27, 2016.  Council Member Russell seconded the motion.  All members voted “AYE”.
 
Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 74 for 2016
 
A RESOLUTION APPOINTING COMMISSIONERS OF DEEDS FOR THE CITY OF COHOES
 
Council Member McCarthy made a motion to approve Resolution No. 74, seconded by Council Member Smith.  A roll call vote was taken, Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka voted “AYE”.  Resolution No. 74 for 2016 passed. 
 
Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka introduced Resolution No. 75 for 2016
 
A RESOLUTION APPROVING AN AMENDED CONSTRUCTION FUNDING AGREEMENT REGARDING MULTIPLE HIGHWAY RAIL CROSSINGS
 
Council President Briggs made a motion to approve Resolution No. 75; Council Member Napier seconded the motion.  A roll call vote was taken, Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka voted “AYE”.  Resolution No. 75 for 2016 passed.

A RESOLUTION APPROVING A CONTRACT FOR ENGINEERING AND DESIGN SERVICES FOR THE HIGH TANK
 
Council Member Russell made a motion to approve Resolution No. 76; Council President Briggs seconded the motion.  A roll call vote was taken, Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka voted “AYE”.  Resolution No. 76 for 2016 passed.

A RESOLUTION ADOPTING POST-ISSUANCE TAX COMPLIANCE PROCEDURES REGARDING TAX EXEMPT OBLIGATIONS
 
Council Member Russell made a motion to approve Resolution No. 77; Council Member Napier seconded the motion.  A roll call vote was taken, Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka voted “AYE”.  Resolution No. 77 for 2016 passed.

A RESOLUTION ADOPTING SEC-DRIVEN CONTINUING DISCLOSURE COMPLIANCE PROCEDURES
 
Council Member Russell made a motion to approve Resolution No. 78; Council President Briggs seconded the motion.  A roll call vote was taken, Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka voted “AYE”.  Resolution No. 78 for 2016 passed.

A RESOLUTION AMENDING THE ANNUAL BUDGET FOR FISCAL YEAR 2016
 
Council Member Smith made a motion to approve Resolution No. 79, Council Member Russell seconded the motion.  A roll call vote was taken, Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka voted “AYE”.  Resolution No. 79 for 2016 passed.  Budget transfers are attached.
 
Public Comment:
 
Council Member Smith, “With all the issues going on in other municipalities, I would like to thank the Council Members, the Mayor and Mike for a 0% increase.”
 
Council President Briggs, “Spendwood School is hosting a fundraiser to benefit the Veterans Memorial.  Proceeds from tickets sales are graciously being donated.”
 
Mayor Morse, “As we all know, the Turkey Trot is an annual event.  It will be kicking off at 8:30 AM.  Saturday, November 26, 2016 is the stroll down Remsen Street.  We will also be lighting the Christmas tree.  Also the first seven weeks of the Palace in the Music Hall we have generated over 3000 ticket sales.”
 
At 7:40 PM, Council Member Smith made a MOTION to adjourn, seconded by Council Member Russell.  The Common Council Meeting was adjourned.
